N4 - Recent Updates in relation to the proposed new contract

In advice published in August 2004 by the Department of Health, we feel the following points are of particular interest/relevance.

 ●The implementation date for the base contract - for dentists not already in local contracts - will now be 1 October 2005 rather than 1 April 2005.

 ●During August 2004, the Dental Practice Board will have sent PCTs and dentists:

    1. practice prescribing profiles showing dentists' activity for 2003-04

    2. dentists' proposed contract values for 2005-06. These will be based on gross earnings in 2003/04 adjusted to reflect the full year effect of 2003/04 par rates (i.e to exclude the effect of time lags in the payment system) and uplifted for the 2004-05 DDRB award (2.9%) - making a 3.8% adjustment in total.

 ●In the light of their overall indicative budget to deliver access and wider local oral plans for 2005-06, updated contract value information will be made available as soon as possible after 30 March 2005.

 ●Once contract values have been issued, PCTs should open early discussions with dentists about their business intentions and aspirations for commitment to the NHS for 2005 and beyond.

 ●A new monthly communication - Countdown - will be issued to PCTs and dental practices from September 2004. This will update PCTs and practices on latest developments and act as a reminder of where they should be on the timeline for implementation of local commissioning.
